There is a subject of considerable importance which should occupy a portion of your time at this Assizes. I allude to the crossings of the roads in this County by the Dublin and Belfast Junction R esolved that in future the Cess Collectors shall be allowed Railway and by the Dundalk and Enniskillen Railway. The provisions ninepence in the pound for all Cess to be Collected it having appeared to the Grand Jury that the sum o f sixpence in the pound is not an adequate remuneration for the Collection.
In one case I had the parties summoned but the Magistrates P. I applied to the Board of works, that they may interfere under the 3rd section of the Act, and an Engineer was sent down to report on the Louth County subject. Forkhill road continues a nuisance.

T he presentm ents are, alm ost entirely, for the repairs o f roads and do not require any particular notice until brought respectively before you. T he works of the additions to the County C ourt-h ouse are nearly completed, and appear, so far to give general satisfaction. T he works carried on for the relief o f the Poor in this County have, with very few exceptions, been o f a useful character. It is to be regretted however, that som e o f these have been left in an unfinished state The cuttings on the old roads, with the exception o f that o f Ballybarrack hill, have not been deep, and it will require but a small amount to com plete them.
There is available for this purpose, out o f the sums presented, a very considerable ficiently and therefore unless some promp means be taken at the present Assizes to prevent encroachment and protect the County a lasting injury will be inflicted on the Cess payers and the public. I cannot bring the matter before the superior courts without incurring considerable expense, and even if I could it seems more fit that the Grand Jury should first give me instructions to that effect.
